General Introduction

We started off as a consulting engineers firm under the name of “Willy & Associates, Inc., Consulting Engineers” back in 1975, and have been providing professional services of designs and supervision in electrical, plumbing, fire protection and mechanical systems for factories, buildings, institutions, and hotels,…etc., since then.

Having seen so many quality problems in the projects in which we had just undertaken a “designs only” service, we thought we could do a much better job if we took up the works ourselves and implemented our own methods. This idea prompted us to establish Leading Engineering Corp. in 1983, marking the beginning of turn-key services to our customers. Now Leading’s professional engineers team is providing services which start from surveys and planning, designs and build, all the way up to commissioning and handover. We are very proud to say that this concept has been very much welcomed by most customers, and therefore turned out to be very successful.

Brief History of Company

02/1975  “Willy & Associates, Inc, Consulting Engineers” founded

12/1983  “Leading Engineering Corp.” founded, with a capital of 50 million.

01/2000  Head office moved to Nei-Hu, Taipei

01/2003  ISO 9001:2008

08/2003 Start OCS Works in Sec.7&8, Taiwan High Speed Rail Project.

12/2003  Start providing CARE Services for Nokia’s 2/2.5/3G Core/RAN Networks.

2003-2004 Start providing 3G RF Networks Planning Services for Nokia’s TWM 3G Project, Phase 1(teamed up with Flextronics)

2004-2007 Providing 3G RF Networks Planning Services for Nokia’s TWM 3G Project, Phase 2/2+/3(teamed up with Aircom International)

2007/2008 Providing 3G RF Networks Planning and Optimization Services for:

      (1)NSN’s TWM 3G Project－North Region(teamed up with GTC)

      (2)NSN’s CHT 3G WCDMA/HSDPA/WiMax Project－Central and South Regions.

03/2008  NSN’s Next Generation Networks(NGN) for CHT, North Region; Core Networks (SR12, HLR, RNC and so on) for TWM for North Region.

2008-2014 Providing 3G RF Networks Planning and Optimization Services for NSN’s CHT 3G WCDMA/HSDPA Project.

2014~    Providing 4G RF and engineering services for Core Networks, eNode-B sites, Care, E&C, UPS…and so on for the telecom and other industries.
